This is a really helpful summary and good starting point for further analysis and discussion. I'm particularly struck by the focus on "American values." Folks in history and sociology of science and technology (science studies) have made the point for decades that technologies--and especially large technological systems--evidence deeply embedded national values. Often, funders and advocates of technology adoption argued instead for a "value-free" technological ideal. Now, the key drivers in the federal government have taken that older argument and are implementing it. Is there space to influence the values that will be embedded in the "tech stack" as they term it?
